Hyderabad Blasts and What is Next? .... 26 August 07
There is no denying the fact that the impact of the destruction caused on Saturday evening, is too forceful to be ignored. Unfortunately, it's the loss of large number of innocent lives that might force the Govt. to look at the massive deterioration of Governance which had set in, since last one year. Lets hope at least now, the Govt. would introspect on all aspects, not just on security.
Off course, terrorist attacks can happen anywhere, in any country. But inefficient Governance makes it easier for Terrorists to attack. A weak, inefficient Govt. is soft target and its proven by the second attack in, 3 Months. The fact that the Govt. is clueless in handling welfare of the citizens, is proven beyond doubt.
In our earlier reports, we had clearly brought out the fact that the inefficiency is not limited to land auctioning or building roads. Deterioration of Governance is all pervasive. When Govt. is weak, the bureaucracy goes and has a ball! They need not bother about being "pulled up" for any mess, that they cook up. Inability to ensure safety and security of citizens, failing to achieve targets for construction of roads / flyovers, ensuring unhealthy and unhygienic environment, rickety public transportation, sewerage laced water supply, faltering power supply, diminishing job creation, disappearance of new projects, suggesting litigated land to Foreign Investors, driving away investors and businesses, denting credibility of Govt. in the eyes of all, etc. The impact of all this and especially fall in grounding of new projects, will have cascading effect on future job creation.
Its only when innocents die of bomb blasts, we think that the security establishment is poorly run; when sky hugging hoardings collapse we think about inefficiency and corruption in Municipal Corporations; when Govt. buses run amuck killing people we wonder whether these buses are ever maintained; when passports are issued to every criminal in haste, while you and I have to wait for months, we think of inefficiency and corruption in the organization; when roads become "lakes" with 30 minutes of rain, we think of inefficiecy and currupt practices of MCH and PWD. The fact is that the whole of the administration is inefficient, disasters are bound to happen, any moment, anywhere.
The poor administration has ensured that the Govt. do not have monitory resources to tackle issues. The situation simply goes from bad to worse, when treasury is empty. What the State need is policies which should bring back efficiency in all administrative areas. Money and precious resources are drained off, by populist policies, like free power. Govt. should have put in place alternate revenue mechanisms, to take care of the loss. Instead, on one side, it claims to be people-friendly but on the other, it fails to protect and serve citizens, since its incapable of running all departments and organizations, efficiently.
It will be too narrow to think about impact on Real Estate Market, at this stage. But the fact that there is huge credibility loss in the eyes of potential investors, can not be hidden. Even without the blasts, only 28% of land put up by APIIC, saw preliminary bids and even that too may vaporize, since bidders may choose not to submit price bids, at all.
Lets hope the ghastly incidents would be an eye-opener and will rock the Govt. out of its "state of permanent stupor" and direct it to the path of Good Governance. Unless this happens, future can not bring cheer to all. As we said before, "Time and again, the Govt. is being exposed, revealing a fragile, inefficient, worn-out figure."
