Reintroducing the Floor Space Index (FSI) with a rider clause of exemptions, is expected to open floodgates for corruption which was rampant about a decade ago. Till the then Telugu Desam government removed the exemption clause on FSI through GO Ms No. 423 in 1998, the nexus between builders and plan sanction authorities resulted in gross violation of FSI.
